What's right? Vaccine for everyone over 65 or just FL residents?

As 2021 arrives with the vaccine to Florida, apparently tourism also comes to the sunshine state. Travelers are swooping to get the so wanted remedy for the virus, even if it is for just one day trip!
The Wall Street Journal reported that visitors from Toronto to New York to Buenos Aires are coming to Florida for the COVID-19 vaccine as the state is giving the vaccine to everyone age 65 and older, despite their status as tourists or residents. Many have taken advantage as the so much wanted vaccine is not available in their countries. Yanina Latorre, the argentine celebrity, posted a video on social media of her mother, resided in her country, being vaccinated at the Hard Rock Stadium. Canadians, on the other hand, are even chartering private jets to get the shot here in the South according to Martin Firestone, president of Travel Secure Inc in Toronto.
However, Governor Ron De Santis said that nonresidents are mostly "snowbirds", in other words, people who only live in Florida during the winter season. De Santis explained that these people are not just 'vacationing', they actually own houses in FL and have relationships with people in their communities because they usually get medical care during their period of stay. He is trying to discourage people to come to Florida just to get vaccinated.
Of course, this situation brings objections from locals as many worry about being unable to get vaccinated due to high demand. The Florida Department of Health will investigate the misuse of the vaccine and will not allow people to come for just one day to get the shot and leave the next.
